I took the picture because we were approached by a mangy George Carlin double who drawled, "They call these the steps, man... pot central at night." Uh, thanks, scary dude. Vancouver is allegedly the most marijuana-friendly city in the world (yes, even over Amsterdam). This hearsay is supposedly reported by High Times, and they should know what they're talking about, right?
